Classroom lighting affects the work being done in it
Lighting quality in classrooms is not a comfort question. Flicker, glare and poor colour rendering all interfere with reading and sustained attention, and children are more susceptible to the effects than adults.
Flicker in particular is worth specifying against. Cheap LED drivers produce measurable modulation that most people cannot consciously see but which is associated with headaches and eye strain over a full school day. It is invisible on a datasheet unless you ask for the flicker metrics specifically.

Where a project cannot fit one summer, we phase it deliberately across multiple windows with each phase leaving the building fully operational, rather than running into term and working around students.

Districts typically operate many buildings with long occupied hours and ageing equipment — the profile that produces the strongest efficiency returns available in any sector. The obstacle is almost never whether the project makes financial sense; it is that capital is committed.

Athletic facilities
Field and gymnasium lighting is high-mast and sports lighting work: poles aimed to a photometric plan, uniformity requirements set by the level of play and any broadcast requirement, and spill control toward neighbouring residential property that is frequently the subject of complaints.
LED conversion on athletic fields also brings instant restrike, which metal halide cannot offer, and controls that let a field be scheduled and dimmed rather than run at full output whenever anyone is on it.
