Lighting Energy Code Compliance

Lighting power density, mandatory controls and the documentation your inspector will actually ask for.

Lighting is where commercial energy code compliance is most often lost, and the correction is expensive because it arrives after installation. The requirements are knowable in advance — they are simply frequently not checked until the inspector is standing in the building.

What applies in Colorado

Colorado has adopted the 2021 IECC as its statewide baseline for commercial buildings, with ASHRAE 90.1-2022 underpinning the commercial provisions. Local jurisdictions can and do amend, so the governing requirement is always the adopting jurisdiction rather than the model code in isolation.

The 2021 edition both reduced lighting power allowances and expanded mandatory controls relative to 2018. Warehouse lighting power density, for example, came down to 0.45 W/ft² from 0.48 W/ft². Those margins are tight enough that a fixture substitution made for availability reasons can put a compliant design out of compliance.

The two compliance paths

The prescriptive path requires meeting the lighting power density tables directly and satisfying every applicable control requirement. It is simpler to document and less flexible.

The performance path uses energy modelling — COMcheck being the common tool — and allows trade-offs between systems. It suits projects where the lighting design has a reason to exceed prescriptive allowances and can compensate elsewhere.

Either way, the mandatory control provisions apply. The performance path does not exempt you from them, which is a misunderstanding we see regularly.

Mandatory control provisions

These apply on both compliance paths:

  • Automatic shutoff of interior lighting
  • Occupancy sensing in the space types the code specifies
  • Daylight-responsive control in primary and secondary daylight zones
  • Separate control of general, display and task lighting
  • Exterior lighting control by photosensor and astronomical time switch
  • Parking garage lighting control
  • Corridor lighting control
  • Plug load control in specified space types

Why lighting fails inspection

In our experience the causes are consistent, and all of them are avoidable at design stage: daylight zones never defined so the required controls were never installed; a fixture substitution that pushed the design over the power allowance with nobody rerunning the calculation; controls installed but not commissioned, so the required sequences cannot be demonstrated; and COMcheck documentation that does not match what was actually built.

We run the compliance calculation before rough-in and rerun it after any substitution. It takes very little time compared with correcting a failed inspection in a finished ceiling.

When a retrofit triggers compliance and when it does not

This is the question that decides whether an energy code conversation is even necessary, and it is answered inconsistently across projects because the trigger is a matter of scope rather than intent.

A one-for-one lamp change generally does not trigger the alteration provisions. Replacing luminaires, or altering the lighting system in a space in a substantial way, generally does — and once triggered, the space has to meet the current lighting power density allowance and the control requirements that apply to it.

The practical trap is a project scoped as maintenance that grows into an alteration. Fixtures get replaced rather than relamped, the count changes, the circuiting is touched, and the work quietly crosses the line without anyone revisiting compliance. It surfaces at inspection, in a finished building, at the worst possible moment.

  • Lamp-only replacement — usually maintenance, usually no trigger
  • Luminaire replacement — usually an alteration, compliance applies
  • Change in fixture count or layout — treat as an alteration
  • Any change to circuiting or controls — treat as an alteration
  • Tenant fit-out of previously unoccupied space — full compliance

Lighting power density is a budget, and it is spent at specification

The allowance is expressed in watts per square foot, and it can be applied either as a whole-building figure or space by space. The space-by-space method usually gives more room in buildings with a mix of uses, because it credits the spaces that genuinely need more light rather than averaging them away.

The important point for procurement is that the budget is spent when products are selected, not when they are installed. A substitution made at submittal to solve a lead-time problem can quietly consume the remaining headroom, and nobody notices until the calculation is rerun — if it is rerun at all.

  • Choose whole-building or space-by-space deliberately, and early
  • Recalculate on every product substitution, without exception
  • Keep the calculation and the fixture schedule as one document
  • Watch spaces with additional allowances — retail display, decorative, task

Controls are where most projects actually fail

The power density calculation is arithmetic and tends to get done. The control provisions are behavioural and tend to get assumed — and inspectors test them by operating the space rather than by reading a submittal.

The most common failures are not missing hardware. They are hardware installed and never commissioned: sensors at factory time-out values, daylight zones that never dim because the photosensor was never calibrated, and shutoff controls that were programmed during construction and never adjusted for the occupied schedule.

  • Automatic shutoff demonstrated, on the occupied schedule rather than a test mode
  • Occupancy or vacancy control in the space types that require it
  • Daylight-responsive control commissioned, with sensors calibrated to the actual space
  • Manual and multi-level control available where required
  • Exterior lighting controlled for both daylight and after-hours reduction

What to keep for the file

Energy code compliance is proved with paper long after the crews have left. Assemble it as the job runs rather than reconstructing it at closeout.

  • Final COMcheck output matching the fixture schedule as built
  • Fixture schedule with the model numbers actually installed
  • Photometric layouts where light levels were part of the specification
  • Control narrative describing intended behaviour by space type
  • Functional test records, signed and dated
  • Commissioning settings — sensor time delays, daylight setpoints, schedules

Does energy code apply to a retrofit?

Usually yes, though scope varies by jurisdiction and by how extensive the work is. Alterations generally trigger requirements for the altered portion. Some jurisdictions have specific lighting alteration thresholds. We confirm with the authority having jurisdiction before design rather than assuming.
